Martin s Edition A Newsletter for the Village of Martin s Additions to Chevy Chase Notes from the Chairman The Village snapped out of any post summer lull we might have been experiencing with our annual Halloween Parade and Party on Turner Lane This year we added a Harvest Theme to encourage the harvesting of canned and dried food donations for the Manna Food Center Be sure to see the articles on pages 5 and 6 about our Manna program and our Halloween Celebration Other events around the Village also are keeping us busy this fall The Village is continuing to track the Chevy Chase Lake Development Plan Currently the six Chevy Chase Villages Martin s Additions included have asked that the planning board slow down the process and pay attention to the current traffic overload in our area and look at how adding commercial large box stores and increasing residential density apartment buildings at Chevy Chase Lake will impact the already burdened Connecticut Avenue corridor We failed to get the County Council to approve the all encompassing traffic studies we wanted but we were successful in getting the study area expanded beyond the initial very limited boundaries We will keep the community informed via our website about future hearings in front of the Planning Board The annual audit of the Village s financial position and the Uniform Financial Report required by the state will be presente

Construction began right on schedule and is running smoothly Weather permitting the project is scheduled to be completed by the end of January 2011 What shall we do to celebrate HOW WILL CHEVY CHASE LAKE REDEVELOPMENT PLANS EFFECT US The Maryland National Capital Park and Planning Commission MNCPPC is working on two very large zoning issues that could ultimately have a significant impact on our neighborhood one is the general redesign of zoning regulations that would create a new zoning classification a CR Zone or Commercial Residential Zone that would ultimately allow for major expansions of the very baseline of what can be built in our planning zone The other outcome that may be of significant importance to our neighborhood is how the rezoning re definition will affect the Chevy Chase Lake area and the consequences of that re development The redevelopment of the Chevy Chase Lake area is to include commercial residential and retail space The redevelopment is in anticipation of construction of the Purple Line On October 21 the MNCPPC Planning Board voted to delay Chevy Chase Lake Sector Plan decisions for several months to allow for a series of facilitated meetings between the property owners the Chevy continued on next page continued from page 3 Chase Land Company and the J neighboring communties It was hoped that the County Council would urge the Planning Board to use this extended time toalso

Why Not Nuclear Disarmament by Christopher A Ford Fiction Book Group meets each month at 2 30 pm November 24 Saturday by Ian McEwan December 15 China Boy by Gus Lee Books are available in the Mont County Library System but you need to reserve your own copy CLOTHES DRYER DO S AND DON TS Notes from our Fire Department BERN DO clean the lint screen filter before or _ after drying EACH load of clothes DO clean the dryer vent and exhaust duct periodically DO have a certified service technician clean and inspect the dryer and venting system regularly DO replace plastic or vinyl exhaust hoses with rigid or flexible metal venting which provides maximum airflow DO keep the area around the dryer clean and free from clutter Always use the appropriate electrical outlet for dryers and all major appliances DON T place clothing or fabric stained with a flammable substance such as alcohol cooking oils gasoline spot removers or motor oil in the dryer Flammable substances give off vapors that could ignite or explode Instead dry the materials outdoors DON T leave a dryer operating if you are not home DON T forget to read the manufacturer warnings in the user manual and on the inside of the dryer door DON T dry any item containing foam rubber or plastic such as bathroom and non slip rugs and athletic shoes DON T dry any item that contains glass fiber materials such as a blouse or sweater

6. expand the traffic study boundaries to capture the consequences of any development on surrounding neighborhoods including Martin s Additions The Village of Martin s Additions Council is working closely with neighboring communities to make our concerns known to the County Council and the Montgomery County Planning Board At this point the greatest concern is the affect that any development would have on traffic Martin s Additions and surrounding towns have expressed concern about the increase in traffic congestion along Connecticut Avenue an already overburdened commuter artery The Village of Martin s Additions Council urged the Council Council and the Planning Board to expand the area that is being considered in the traffic impact area study so that Brookville Road and points east and west of Connecticut Avenue could be taken into account The County Council approved the Planning Board s 5 month requested delay on the Chevy Chase Lake Sector Plan to allow for facilitated community outreach however and after extensive conversation between the Council members Planning Board Chair Francoise Carrier and the Planning Department s Transportation Chief the traffic analysis requested by the community was not expanded The Council did instruct the transportation staff to utilize data already collected pursuant to the Kensington and other Sector Plan reviews in its analysis of the Chevy Chase Lake Sector Plan After hearin

10. cially broke ground on the Brookville Road Sidewalk on Saturday October 2 2010 Montgomery County Council members Nancy Floreen and Roger Berliner joined Village Board members David Winstead Gail Feldman and Peter Yeo at the gound breaking site in front of the Chevy Chase Village Park Leading the celebration and shoveling was Chevy ChaseVillage Director of Municipal Operations Michael Younes and Village Manager Shana Davis Cook along with residents of the community Village of Martin s Additions Manager Jean Sperling and representatives from the sidewalk design engineers RK amp kK the construction firm Ardent Company and the State Highway Administration Commemorative plaques appropriately adorned with miniature gold shovels were ae given to the Brookville Road Working Group sidewalk advocate and abutting neighbor Robert Nichols Michael Younes and former Board and Brookville Road Working Group Chair Douglas Kamerow in appreciation of their efforts to make the sidewalk project a reality No doubt you have all noticed the bee hive of activity on Brookville Road as the sidewalk planning and construction takes shape County Council member Nancy Floreen remarked that it takes 40 years to build a highway in Montgomery County and 30 years to build a sidewalk referring to the 40 years the local communities have been waiting for the Intercounty Connector and the 30 years we have all been working for a sidewalk to Western Avenue
11. d They have two daughters Ava and Madeleine Marc grew up in Columbia MD and Lori is from South Carolina New neighbors Carol amp George Legarreta moved from Silver Spring to 3401 Thornapple Street the former home of Sam and Maura Gordy who in turn moved just a few houses away with their three sons to 7311 Summit Avenue Darci Rocks s former home This is the kind of neighbors helping neighbors that we love to see HELP KEEP US INFORMED of new residents and interesting doings in Martin s Additions Call or email the Village Office Get in the Spirit 4 000 Down 1 000 To Go Way to go Martin s Additions Our Halloween Parade and Harvest Celebration netted 260 pounds of nonperishable goods for the Village s Manna food project That boosted our total take for the first 10 months of 2010 to 4 046 pounds slightly more than we collected all of last 44 year It s going to be a challenge but if we step up our united effort we can still meet our goal of collecting 5 000 pounds of food this year As you re doing your weekly shopping for the upcoming holidays please add an extra item or two to your grocery cart for the Manna project Soup cereal rice or pasta canned fruits veggies meats or sauces peanut butter baby food and formula all nonperishable items are welcome And much needed Food insecurity the government s euphemism for hunger is on the rise as families struggle to pay rent utilities Plea
12. d to the Council at the November 18 Council meeting by our auditing firm LS WG The Village received a clean bill of health in this audit The Village staff has recently met with a PEPCO representative and arranged for a special meeting here in the Village with a PEPCO Operations Manager a Customer Care representative and their Governmental Affairs Officer at the December 16 Council meeting beginning at 7 PM We will send more information on that meeting as we get closer to the date This will be an opportunity for PEPCO to explain a lot about how they do business and for residents to ask questions This effort is being made to bring more attention to the problems we have experienced and perhaps avert or lessen the chances of a recurrence of the horrors of this past winter continued on next page NOVEMBER 2010 HEAVY TRASH SAT NOV 13th Place rubbish at curb by 7AM IMPORTANT NOTICE ABOUT YARD WASTE COLLECTION The last yard waste pickup for the year will be on Monday Dec 13 Have all bagged leaves clippings and branches at the curb at that time Weekly collection will resume on Monday March 14 DON T RAKE LEAVES INTO THE STREET Leaf bags are provided for the purpose of leaf removal The streets are periodically cleaned but this service is not j intended to pick up residents leaves You can assist the Village by cleaning the gutter in front of you home PEPCO OFFICIALS COMING TO VMA COUNCIL MEETING Thr

14. g testimony from the transportation staff that suggested a 5 month delay would be insufficient time to perform the traffic analysis requested by the community and this would result in delaying other projects already in the queue and despite Roger Berliner s and Marc Elrich s best efforts the Council was not able to support expanding the traffic analysis Thankfully Council President Nancy Floreen asked the Planning Board to work with Council staffto draft a detailed summary for the community explaining the traffic analysis that will be conducted in response to our concerns 4 PEPCO OFFICIALS TO MAKE PRESENTATION TO MARTIN S ADDITIONS DEC 16 th at 7 PM Representatives from PEPCO have offered to make a presentation to the residents of Martin s Additions on the components of the priority feeder line repair program currently underway that affects Martin s Additions both its mid section and northern end The meeting has been scheduled for7 PM December 16th in the Village Office just prior to the Monthly Council meeting PEPCO will be sending representatives from their Operations Office from their Customer Care and Reliability Office and from their Government A ffairs Office Residents will have an opportunity to ask questions of these officials PEPCO officials will discuss the Feeder Line Progress Report that is scheduled to be released in December and they will also discuss the new Smart Meters progra

16. itor cause the deposit of the removed snow or ice in a reasonably safe location and not y upon any public roadway or sidewalk 3 Ifsaid snow and ice cannot be removed because of hardening make the sidewalk reasonably J safe for pedestrian travel by spreading sand or a l similar substance l l b Inthe event that the owner or of a lot in l the Village or his designated agent or lessee failsto J remove or cause the removal of snow and ice froma J sidewalk or to render the sidewalk reasonably safe J for pedestrian travel as required in this Section the I Village may cause the removal or rendering and l charge the owner agent or lessee the cost of removal l plus a penalty in the amount of twenty five dollars 25 00 the Village Manager or his or her designee may take such action as is necessary to return the sidewalk to a condition required by this Section The cost of any corrective action may be specially assessed against the abutting private property and collected with the property taxes or collected by a suit for damages c Any person who violates any provision l of this Section 7 204 or allows a violation of any j provision of this Section on his or her property J shall be guilty of a municipal infraction and shall be jointly and severally subject to a penalty of One Hundred Dollars 100 00 for each day that al violation exists If a violation occurs there shall be a rebuttable presumption that all owners of

18. m that is intended to make major improvements in the information available to PECO about where and when the outages occur Please mark your calendars now and plan to attend this important presentation HOLIDAY TRASH PICK UP SCHEDULE THANKSGIVING DAY Thurs Nov 25 NO PICK UP Next pick up will be Monday November 29th CHRISTMAS DAY Saturday Dec 25 No Impact on Service NEW YEAR S DAY Saturday Jan 1 J No Impact on Service a a a a HALLOWEEN PARTY A GREAT SUCCESS Lots of helping hands made the Village s Annual Halloween Parade Party and Harvest on Turner Lane a success A Monster Truck Moon Bounce face painting drawing activities pumpkin painting and scarecrow making entertained old and young alike on Sunday October 24th It was another successful annual Halloween Parade and Party in Martin s Additions Weather and turnout were both spectacular As always many thanks for this fabulous party go first to resident Keith Allen whose home at the end of Turner Lane serves as the hub of event planning and execution Popcorn healthy treats and cold drinks disappeared quickly and so did the candy Paul Wolfe of Integrated Plant Care delivered a truck load of little pumpkins perfect for painting and straw for stuffing the scarecrows He also delivered a pile of pumpkins to Children s Hospital compliments of Martin s Additions children Council member and Taylor Street resident Jill Fili
19. pczyk helped at the event as did Holly Worthington of Turner Lane and Dan Gardner of Delfield St Thanks to Justin Woodson for leading the parade in his awesome pirate costume and to his side kick witch and wife Maria Woodson for all her assistance throughout the event They were a great tag team Engeleine Zegers Bill Catherwood and Rick Michel did a lot of prep work for the scarecrow making Paul McGowan and sons Liam and Aidan assisted in assembling the scarecrows at the event Liam and Aiden actually helped thoughout the afternoon setting up tables moving bales ofhay chairs and much more we couldn t have done it without them Steve Schmal blew up the helium balloons lots of hot air there and distributed them to waiting children Our wonderful Market Area businesses donated prizes for the Harvest Raffle Residents who contributed food or cash to the Harvest for the Manna Food Center received chances to win fabulous items donated by La Ferme Restaurant they donated the Grand Prizes ofa 50 gift certificate and a fabulous basket collection of wines and glasses Brookville Supermarket Brookville Barbershop Brookville Pharmacy Ann s Place and Amber Fields added numerous products for the raffle It was so much fun and such a community effort that we hope everyone will pitch in the same way next year Thanks also to Linda and Dick Kirschten of Turner Lane and John Kay of Delfield St for staffing the Manna Donation
