33. 6 a y A 4 28 SPECIFICATION OF EXCITATION SYSTEM FOR BANG PAKONG POWER PLANT BPK C41 42 1 Introduction The Bang Pakong Power Plant is located at 4 Moo 6 Tha Kham Kasemjatikavanij Road Bang Pakong District Chachoengsao Province 24130 It has been defined commercial operation date COD since 1990 The plant consists of two combined cycle blocks each block is based on two 104 MW gas turbine generators at 32 C site condition ambient temperature each and one 106 MW steam turbine generator All equipment has been completed installation since 1990 and they will be 24 years old Past history of maintenance the excitation control systems have frequent errors and higher tendency The problems may be caused by the deterioration of the equipments especially by electronic equipments as shown in the result of inspection report With the obsolescent such parts of Excitation control system The Electricity Generating Au

42. 24 Hours operation test the plant will be required to operate in commercial service for a period of 30 days under the working conditions of the power plant dispatchable load conditions determined by EGAT without failure or interruption of any kind resulting from defect of plant equipment or materials supplied under this Contract The plant will be operated by EGAT during the Reliability Test period The Contractor may request permission to carry out any minor adjustments which may be necessary provided that such adjustments do not result in reduced output or efficiency 22 28 If any failure or interruption occurs in any portion of the plant which results in reduced plant capacity or availability due to or arising from faulty design materials workmanship but not otherwise sufficient to prevent full us of the plant the Reliability Test shall be terminated and recommenced from the beginning after the Contractor has remedied the cause of defect Defects due to causes other than faulty design materials or workmanship shall be demonstrated by the Contractor In accordance with the provisions of the contract the commercial operation will start on the date which the 30 days Reliability Tests were successfully completed and the Warranty Period shall begin on the next day During the Warranty Period EGAT shall operate the plant and perform routine maintenance The Contractor shall be responsible for performing repairs adjustments and correction o

46. cluding controllers and control loops shall be designed such that in case of a hardware or software failure the capability to continue ful automatic and or Mmanual control over the plant unit without upset and with adequate operator interfacing to continue operation for an extended period of time shall be retained The operator shal be alerted to operate when a redundant system failure communication component failures and the corrective action shall be taken before the operation or safety of the generating unit is affected System diagnostic protection and switch over shall be designed to eliminate realistically predictable common mode failures on redundant components Also the monitoring system shall be used to alert the operator of a system failure and shall not be cluttered with alarms such as quality checks for information inputs that do not deserve immediately attention 5 2 Maintainability The electronic modules and other components of the proposed system shall be plug in construction Any module shall be easily removed from the system and replaced without breaking or making solder type connection The Bidder shall state in this proposal that the diagnostic programs all necessary maintenance tools shall be provided to ensure that EGAT s personnel will accomplish maintenance work of all hardware and software of the proposed system System maintenance procedures shall be simple straightforward and well documented 1 28 6 System Design an
47. cumentation shall be developed to assist the EGAT s personnel in analyzing system failure Documentation shall include but not be limited to procedures to follow after a system failure to isolate errors locations of pertinent operating system parameters for automatic restarts and a list of errors that cause system failure 12 System Testing and Support A complete set of test shall be conducted in accordance with the following requirement to determine the performance guarantees of the proposed system Detail test procedure and schedule shall be prepared by the Contractor and shall be accepted by EGAT prior to the conductance of each test The proposed system testing shall consist of factory acceptance test site acceptance test control performance and limiter function test and trial run test The Contractor shall be responsible for all expenses during the factory acceptance test site acceptance test performance test re performance test for the parts related to correction and during the warranty period to correct modify or replace parts or the whole system to the satisfaction of EGAT in and of the following cases The proposed system cannot perform properly functions due to any limitations without stated by the Contractor Due to any limitations bellow the ones stated by the Contractor and accepted by EGAT 18 28 If any other abnormalities or malfunctions affect to the availability or reliability of the plant or the system all tes

57. lied in this specification The tests shall prove the compatibility of the Excitation System when operated with the existing generators and shall show that all requirements have been met 12 2 1 Inspection The Contractor shall inspect the installed systems and equipment prior to starting calibration and checkout and shall correct all deficiencies that could prevent proper check out of such equipment and systems as noted herein 12 2 2 Signal Loop Checks After completed of the Excitation System installation inspection the Contractor shall perform signal loop checks to verify the signal flow and data processing function for all Excitation System input output signals from field instrument to Excitation System The Contractor shall perform final loop checks by performing a three check point 0 50 100 for analog signals and status changed for digital signals through the control system 12 2 3 Function Tests After completion of signal loop checks control loop checking shall be performed in conjunction with the function tests and as directed by the Contractor s start up engineer Function tests shall include but not be limited to the following Control loop checking and verification of electronic control loops Control loop checking and verification of plant interlock circuits including programmable logic control panel hardware process permissive output devices and annunciation Control loop checking and verification of plant a
58. ll not be accepted if in the option of EGAT the system has not been adequately designed to fulfill this bidding requirement or the industry standards 12 2 Site Acceptance Tests SAT The Contractor shall conduct the site acceptance for the Excitation System and the other system as specified in this specification The Contractor shall submit the test procedure and schedule for EGAT approval as early within sixty 60 days before start of the SAT The SAT shall be completed no major pending items before the end of plant outage duration which be determined by EGAT The pending items of SAT must be fixed by the contractor within 30 days after 24 hours operation test The Contractor shall submit detailed site acceptance test procedures and complete test formats to EGAT for approval The summary reports of all tests included with the control performance and limiter function tests shall be documented and submitted to EGAT The Contractor shall mobilize the start up engineer to conduct these tests The procedural requirements shall include but not be limited to the following 20 28 The Contractor shall supervise field inspections and tests and in accordance with the latest issue of the applicable standards Complete tests shall be performed on site under supervision by the Contractor to check the sequence of operation and to optimize performance of each item of equipment during all normal and abnormal operating conditions mentioned specifically or imp
