Lake Road here in Anchorage At this writing I have conducted a site visit to the office have reviewed the information the forecasters are trying to collect and will develop a full equipment proposal for a first phase of program installation for this office I will propose that AARC buy the radio equipment and professional installation from a local vendor As the equipment is installed there are two training components to develop The NWS needs to have FCC licensed operators to use the equipment They have committed to get the forecasters licensed to operate Ham radio The second bit of training is to provide the opportunity for Ham radio operators to learn accurate weather spotting This training will give the Ham radio community the education to tell the forecaster what they need to know in language that accurately describes the local weather condition This proposal will include installing a 2m 70cm voice system and a packet system in the NWS facility With this equipment the forecasters in the NWS office can collect real time and accurate information from virtually every place in their service area immediately from the Anchorage Bowl south onto the Kenai Peninsula and north into the Susitna River valley As the skill of the operators increase the weather service can develop their own VOIP system or use the IRLP system that is developing in our state to access the Copper River Valley and the Kuskokwim River Valley Both area s a
4. and volunteered to help me for the Start Restart Race HQ and the trail We had hams from Pennsylvania and North Dakota as well as from all over south central Alaska Special thanks go out to Gordon Hartlieb AL1W for his efforts as Start Coordinator to Ray Hollenbeck KLIIL who jumped in when I was about to go under and saved the day for the Re Start To Bernadette Anne my trail coordinator who s brilliance helped keep me focused that I was trying to drain the swamp to Global Information Technology Satellite GITSAT for the Iridium Phones and to GCI who s team gave me such outstanding support for the hotel and trail phones and internet We had great success with Echolink from the Rohn to Nikolai link back to Race HQ We will expand this to include the Nikolai checkpoint next year We weren t so lucky with the QPSK 31 from Ophir Cripple to McGrath links and were forced to use the Iridium Satellite Phones Some individuals have not yet received their volunteer hats ITC provided me with a list from our master list from the coordinators of people who haven t received them yet If you are one of them e mail me kl7tq arrl net or call and I will bring hats to the AARC and MARA meetings Please start planning to support the Iditarod for next year My health and the stress of trying to get hams to volunteers has forced me to retire as the Communications Coordinator I have advised the ITC that I will assist whomever they find to rep

Volume 35 No 4 April 2006 Anchorage Amateur Radio Club Next Meeting April 7 April Program Emergency Services EOC Manager and Police Chaplain Vince McCoy of the Anchorage Emergency Operations Center EOC and Chaplain Bert McQueen the APD Chaplain will speak to us on aspects of emergency service Vince will give us a view into the Anchorage EOC and how the EOC is used in an emergency He may speak to possible disaster scenarios The disasters that could occur in Anchorage lead into Chaplain McQueen s topic He will be speaking to the group about critical incident stress debriefing and the needs and benefits to members of our organization and how to act or react in the event of a disaster Club Website http www kl7aa net ass ALASKA OUTGOING QSL Service Jim Tvrdy KL7CDG is setting up an Alaskan Outgoing QSL Card Service He will be mailing directly to the QSL Bureaus throughout the world After sufficient number cards have been accumulated for each Bureau they will then be mailed The cost is initially set at ten cents card He will be using the same guidelines as the ARRL with two exceptions 1 a ham need not be a member of ARRL to take advantage of the service and 2 it would be available only to Alaskan Hams For an individual to send out QSL cards the cost of mailing one ounce to any foreign country is 0 84 with the exception of Canada and Mexico which

16. rmat QForms has the ICS 213 message form built in and the capability of sending it via WinLink The software links for WinLink are http www winlink org http www siriuscyber net for the Airmail software http www winlink org aprslink htm instructions to send messages from APRS to the WinLink system http tinyurl com knyee for the QForms program The software program for WinLink is AirMail AirMail has the capability of keyboard to keyboard as well as sending the emails It operates similar to any Internet email program This will be a great asset for emergency work It is also being used by amateurs who have no access to phone or internet The other new exciting system we are testing is the D STAR system developed by the amateurs in Japan Currently we have 3 of the ICOM ID 800H radios in use here in the Fairbanks area This is cutting edge technology and we have the capability of helping determine the future of this new technology D Star 15 digital radio The ID 800 15 capable of both digital and analog modes and can be used with any repeater It will do voice and data simultaneously Itis great for sending files and other information The chip in it is the same chip in the radios being used for the ALMR system but is a better grade It will also take data from a GPS and send it out with its signal Lots of exciting possibilities with this new radio system The protocol developed by the Japanese amateurs 15 open and available
17. t is really happening from time to time in their forecast region Recognizing this information gap 1s a service that Ham radio can fill the AARL has an MOU Memorandum of Understanding with the National Weather Service supporting the development of Skywarn programs In many regions of the lower 48 established Skywarn programs are providing service to the community by training radio operators to accurately report the weather they see to the forecasting office as real time useful information Often these programs are in place to track tornados but there is also a need for tracking heavy rain blizzard high wind and other severe weather Did you know there are six distinct micro climates in the Anchorage Bowl alone We all have personal experience with this phenomenon The NWS works day and night to keep us informed on the changes as they happen at least the changes that they know of Here is the part where Ham radio can provide service to our community NWS has state of the art equipment and skilled and trained staff but they still need reports from the ground Hey the radar says its raining and blowing like crazy up on Rabbit Creek can anybody report what it looks like up Rabbit Creek way This quality of information will provide benefits to us all With this as a back drop I am working to prepare a proposal for the membership of AARC to support installing Ham radio in the National Weather Service office on Sand
