GRAY MARKET PRODUCTS PROHIBITION The State of Nebraska will not accept Gray Market Products for this solicitation Gray Market is defined as the trade of a commodity through distribution channels which while legal are unofficial unauthorized or unintended by the original manufacturer Gray Market items are not designed to be sold in a particular market and cannot be supported by the authorized importer because of various reasons AUTHORIZED DEALER AND WARRANTY To the extent required by the manufacturer the Bidder shall be an authorized dealer Bidder may be required to substantiate that he she is an authorized dealer Proof if required must be submitted to the State Purchasing Bureau within three 3 days of the request and prior to the award of any contract The terms of the original manufacturers standard warranty shall apply to all software acquired from this solicitation for the entire warranty period SUBSTITUTIONS Vendor will not substitute any item that has been awarded without prior written approval of State Purchasing Bureau DELIVERY Delivery desired upon receipt of order ORDERS Orders will be placed either by phone fax e mail or Internet if available and not to the exclusion of the other methods All orders must reference a purchase order number and the purchase order number must be referenced on the packing slip and invoice Invoices are to be sent to the Invoice to address on the purchase order PAYMENT

4. reviewing and disseminating hydrologic data and information must be included A commercially available off the shelf COTS product is preferred but other applicable solutions will be entertained The software must employ a simple easy to use intuitive user interface and be compatible with DNR s current operating system The software must also have intuitive workflows easy for all levels of users to follow the ability to easily manage licenses for multiple users concurrently the capability to interface with websites the ability to create user defined ad hoc reports and the flexibility to adapt and incorporate new technology The preferred vendor will have extensive knowledge and experience dealing with the unique demands related to hydrologic data management The software must be accompanied by superb customer service and technical support to ensure that installation and operation of the software fully meets the expectations outlined in the accompanying specifications It is the intent of this bid invitation to establish a contract to supply Hydrologic Time Series Data Management Software with ongoing Technical Support and Maintenance per the attached specifications for one year from date of award with the option to renew the technical support and maintenance for an additional five 5 one 1 year periods when mutually agreeable to the vendor and the State of Nebraska The State reserves the right to extend the period of this contract beyond the

18. ability and functionality are key factors for our field office personnel Their duties often shift based on departmental priorities and seasonal needs Their usage of the streamgaging software may be categorized as consistent sporadic or seasonal This means that many users will be required to quickly pick up and use the software after several month long absences As a result these users need an easy to use intuitive user interface that does not require significant training or ongoing use to operate It should allow users to step away from the product for several months then return and pick it right back up The preferred software solution must be able to accommodate this need through an intuitive user interface the use of clearly documented step by step directions and simple training exercises that can be completed by users on an individual basis when needed With our streamgaging network covering such a large and diverse area the Streamgaging Program must be robust enough to meet the varied needs of the entire state DNR utilizes a wide range of measurement devices data loggers and telemetry to meet this need Streamflow measurements are typically made manually or while using devices such as an AquaCalc 5000 AquaCalc Pro AquaCalc Pro Plus OTT ADC Doppler Meter or Teledyne RDI RiverRay ADCP DNR utilizes a wide range of data loggers including those manufactured by Design Analysis Associates Inc Sutron Corporation Stevens Water Monitoring Sys

46. ust change with it Improvements in technology can speed workflows and response time during emergencies As the DNR field offices become more fully equipped with portable devices there will be an increased need to enter data directly in the field Several of the field offices are already equipped with portable devices and it is expected the rest will follow suit within the next five years As a result DNR must employ new software that is capable of utilizing portable devices The ability to enter data directly in the field will result in fewer errors and speed up data availability Another useful feature for DNR s future system would be the ability to easily send automatic text messages or emails when river conditions meet certain criteria Typically these criteria are associated with high or low flows when response times are critical Considering how features like these would benefit all data users DNR needs to invest in a software package that will continually look for ways to incorporate new and emerging technology In order for DNR to fully meet the increasing demand for easily accessible high quality data DNR must invest in new hydrologic time series data management software that is functional easy to use and readily adapts to emerging technologies The software must have a clearly defined licensing agreement the ability to manage licenses for multiple users intuitive workflows easy for all levels of users to follow the capability to interface
47. y of quality data facilitates discussions and improves decision making processes Some partnerships are formed as part of interstate cooperative agreements while others are formed to pool resources when a single entity does not have the funding or technical capabilities to operate a gage on its own Although each partnership has different requirements for sharing all require data to be quickly and easily shared or transferred between partners The ability to allow partners viewing privileges to the data Page 2 of 29 they help collect is a function that would greatly increase the value of our partnerships It is also necessary to have the flexibility and the ability to create reports quickly and on as needed basis because it facilitates discussions fosters the exchange of ideas and promotes strong partnerships through collaboration Our ability to coordinate and collaborate with these partners will become increasingly important as budgets become tighter and demand for quality data increases It is also expected that DNR will need to create customized reports on the fly at the request of our cooperative partners With these factors in mind DNR must invest in a software package with features that allows cooperative partners to view their data directly within the system and has the ability to generate ad hoc reports While it can be easy to focus on current needs it is also important to consider future needs Technology is constantly changing and DNR m
