5. In both cases the recommendations were developed by scientific and engineering experts drawn from industry government and academia after extensive reviews of the scientific literature related to the biological effects of RF energy The exposure Limit for wireless mobile phones employs a unit of measurement known as the Specific Absorption Rate or SAR The SAR is a measure of the rate of absorption of RF energy by the human body expressed in units of watts per kilogram W kg The FCC requires wireless phones to comply with a safety limit of 1 6 watts per kilogram 1 6 W kg The FCC exposure limit incorporates a substantial margin of safety to give additional protection to the public and to account for any variations in measurements Tests for SAR are conducted using standard operating positions specified by the FCC with the phone transmitting at its highest certified power level in all tested frequency bands Although SAR is determined at the highest certified power level the actual SAR level of the phone while operating can be well below the maximum value Because the phone is designed to operate at multiple power levels to use only the power required to reach the network in general the closer you are to a wireless base station antenna the lower the power output Before a phone model is available for sale to the public it must be tested and certified to the FCC that it does not exceed the limit established

However none of the studies can answer questions about long term exposures since the average period of phone use in these studies was around three years 5 What research is needed to decide whether RF exposure from wireless phones poses a health risk A combination of laboratory studies and epidemiological studies of people actually using wireless phones would provide some of the data that are needed Lifetime animal exposure studies could be completed in a few years However very large numbers of animals would be needed to provide reliable proof of a cancer promoting effect if one exists Epidemiological studies can provide data that is directly applicable to human populations but ten or more years follow up may be needed to provide answers about some health effects such as cancer This is because the interval between the time of exposure to a cancer causing agent and the time tumors develop if they do may be many many years The interpretation of epidemiological studies is hampered by difficulties in measuring actual RF exposure during day to day use of wireless phones Many factors affect this measurement such as the angle at which the phone is held or which model of phone is used 6 What is the FDA doing to find out more about the possible health effects of wireless phone RF The FDA is working with the U S National Toxicology Program and with groups of investigators around the world to ensure
