9. forfeited 31 3 When analysing the tender the evaluation committee will determine the final tender price after adjusting it on the basis of Clause 31 1 Page 14 F CONTRACT AWARD 32 Criteria for Award 32 1 The sole award criterion will be the price The contract will be awarded to the cheapest priced tender satisfying the administrative and technical criteria 33 Right Of The Central Government Authority To Accept Or Reject Any Tender 33 1 The Central Government Authority reserves the right to accept or reject any tender and or to cancel the whole tender procedure and reject all tenders The Central Government Authority reserves the right to initiate a new invitation to tender 33 2 In the event of a tender procedure s cancellation tenderers will be notified by the Central Government Authority If the tender procedure is cancelled before the outer envelope of any tender has been opened the sealed envelopes will be returned unopened to the tenderers 33 3 Cancellation may occur where a the tender procedure has been unsuccessful namely where no qualitatively or financially worthwhile tender has been received or there has been no response at all b the economic or technical parameters of the project have been fundamentally altered c exceptional circumstances or force majeure render normal performance of the project impossible d all technically compliant tenders exceed the financial resources available e there have
