1. In order to use the S A M E Weather Alert feature e the Time and Date should be set see page 5 e the County Code s should be programmed see page 6 indicating the local area s you want to monitor ALL SINGLE or MULIPLE e the unit must be tumed to WEATHER on the ON OFF TV WEATHER AM FM Dial and e you must have programmed the unit s Alert Mode choosing either the VOICE or SIREN setting see page 7 Voice Setting In VOICE setting the Radio emits an alert siren tone for 10 seconds only when a S A M E Alert is received Siren Setting In SIREN setting the Radio emits an alert siren tone for 30 seconds when a S A M E Alert is received Alert Memory Access The unit can record up to 20 alert messages scrolling the most recent on the LCD Program display You can access earlier Alerts and their corresponding information by pressing the Down Arrow CH Button on the Program Control Panel see the Control and Function Guide on page 2 Messages will be displayed in the order in which they were received mostrecent to oldest If the alert message was valid for a limited tine period and that period has expired an expired icon will appear on the top right comer of the LCD Program Display when that message scrolls Note While in S A M E Alert mode the AM FM Weather Radio and TV function normally until a S A M E Alert is received Pressing the MUTE key with the radio in WEATHER mode mutes

AC or 12 Volt DC Adapters or in emergency situations when no other power is available by using the Dynamo Hand Crank NOAA Weather Radio S A M E Specific Area Message Encoding Overview NWR broadcasts National Weather Service NWS wamings watches forecasts and other nonweather related hazard information 24 hours a day During an emergency NWS forecasters interrupt routine broadcasts and send a special tone activating local weather radios NWR broadcasts warmings and postevent information for all types of hazards weather e g tornadoes floods natural e g earthquakes forest fires and volcanic activity technological e g chemical releases oil spills nuclear power plant emergencies etc and national emergencies e g terrorist attacks Working with other Federal agencies and the Federal Communication Commission s FCC Emergency Alert System EAS NWR is an allhazards radio network making it the most comprehensive weather and emergency information available to the public S A M E technology a new feature in the NOAA Weather Radio system allows listeners to preselect the NWS Alerts that they want to receive based on the county where they live Weather radios equipped with S A M E technology such as this VEC136 provide immediate information about lifethreatening situations POWER SUPPLY The unit can be powered in one of three ways 1 Nine 9 dry cell C type batteries not included 2 120 volt AC 60 Hz
3. channel For available channels see Specifications page 12 Adjust the picture s brightness and contrast if necessary using the respective sliders on the front of the unit below the TV screen Adjust the vertical hold if necessary using the V Hold knob on the back of the unit Adjust the volume using the Volume Control Knob on the side of the unit e Extend the Builtin TV Radio Antenna and adjust for best reception If desired an external antenna not provided may be connected to the External Antenna Port on the rear of the unit Insert earphones or headphones not included into the Earphone Jack for private listening Note This unit was designed in accordance with North American Standards and may not receive TV broadcasts in countries that have other broadcasting standards A WARNING Operation of a TV in a moving vehicle is not permitted if the driver can view the screen while driving Use this appliance in a responsible and safe manner OPERATING THE AM FM RADIO See the Control and Function Guide on page 2 to locate referenced controls knobs and selectors e Turn the OFF TV W EATHER AM FM Dial to the desired frequency the AM or FM position e Rotate the AM FM Radio Tuner Dial to select the desired station It is not necessary to turn the dial completely as this is a digital tuner Adjust the volume using the Volume Control Knob on the side of the unit
4. e Extend the Builtin TV Radio Antenna and adjust for best reception If desired an external antenna not provided may be connected to the External Antenna Port on the rear of the unit Insert earphones or headphones not included into the Earphone Jack for private listening 8 _ OPERATING THE EMERGENCY WEATHER RADIO See the Control and Function Guide on page 2 to locate referenced controls knobs and selectors Listening to the 7 Channel NOAA Weather Radio e TURN the OFF TV W EATHER AM FM Dial to the W EATHER position e Press the Right Arrow CH Button or Left Arrow CH Button to scan and select a weather channel e Extend the Builtin TV Radio Antenna and adjust for best reception e Adjust the volume using the Volume Control Knob on the side of the unit Using the S A M E Emergency Weather Alert Feature The VEC136 features S A M E technology allowing the user to program the unit to respond to NWS weather and non weather hazard alerts When set to Alert Mode the unit functions normally However in the background it scans for S A M E Alerts issued for the user programmed area s When an Alert is detected the unit emits an alarm VOICE or SIREN and the Weather Radio autormatically turns ON An Alert description will scroll in a repeating loop across the LCD Program Display The appropriate LED indicator will be lit under the scrolling message Statement Watch or Warning
5. to secure into position Rotate the dynamo crank handle clockwise ata rate of approximately 1 2 rotations per second with all functions tumed OFF for best results to generate power if battery power is low and to recharge the backup power batteries Using the 120 Volt AC Power Adapter e Plug the 120 Volt AC Adapters barrel connector into the 12 Volt DC Power Charging Outlet on the back of the unit e Plug the 120 Volt AC Adapter s plug into a any standard 120 volt AC wall outlet e Test by turning the TV ON before proceeding to general operation Using the 12 Volt DC Adapter e Plug the 12 Volt DC Adapters barrel connector into the 12 Volt DC Power Charging Outlet on the back of the unit e Insert the 12 Volt DC Adapters plug into the accessory outlet of your vehicle or other 12 volt DC power source e Test by turning the TV ON before proceeding to general operation Note Always unplug the 12 Volt DC Adapter cord from your vehicle s accessory outlet BEFORE removing the plug from the unit Using Battery Power e Open the battery cover bottom of unit see Control and Function Guide page 2 and insert 9 dry cell C type batteries e Test by turning the TV ON before proceeding to general operation PROGRAMMING THE UNIT Before using the Emergency Weather Radio Alert feature the unit should be programmed with the Date and Time as well as the users County FIPS Federal Information Processing Standards C
