HS implemented the legislative requirements of House Bill 1921 The 78 Legislature in 2003 adopted House Bill 1921 to reduce confusion about parental consent requirements increase provider and client participation protect the privacy and confidentiality of registry data and increase the utility of the Registry and registry data On September 1 2007 Senate Bill 11 80 Legislature made changes to the consent process previously practiced and added new functionality to ImmTrac for use in community preparedness first responders and their immediate family members over the age of 18 This information is found in its entirety in the Texas Administrative Code Title 25 Part 1 Chapter 100 The key requirements of both of these pieces of legislation are Increase Provider and Client Participation e All health care providers must report all vaccines administered to a child younger than age 18 to ImmTrac e Health care providers shall report all immunization information to ImmTrac within 30 days of administering the vaccine e Allows for DSHS to verify consent by accepting an affirmation from a healthcare provider birth registrar or local registry that proper written consent has been obtained Protect the Privacy and Confidentiality of Registry Data e ImmTrac must delete a client s immunization record from the Registry after receiving a written request for withdrawal of consent from the parent or adult client DSHS must provide notification to the child
