1. De postulant dient dit technisch dossier in te dienen bij de Belgian ULM Federation BULMF waarvan de referenties beschikbaar zijn op het internetadres www fed ulm be De BULMF kijkt na in het dossier of de definitie van het luchtvaartuig beantwoordt aan artikel 1 van het KB en of het dossier alle elementen bevat die de reglementering vereist Wanneer het dossier conform is stuurt de BULMF het door naar het Directoraat generaal Luchtvaart DGLV samen met een attest dat de conformiteit van het dossier bevestigt Het DGLV registreert het dossier en levert aan de postulant de typetoelating af voor het betrokken ultralicht motorluchtvaartuig De postulant voor een typetoelating voor een ultralicht motorluchtvaartuig is in principe de constructeur van het ultralicht motorluchtvaartuig verantwoordelijk voor de verantwoording van het niveau van luchtwaardigheid van het luchtvaartuig Uitzonderlijk kan men een aanvraag voor een typetoelating aanvaarden van iemand anders dan de constructeur verantwoorde lijke industrieel op voorwaarde dat de postulant het schriftelijk bewijs levert dat deze hem de machtiging heeft verleend om in zijn naam te handelen De postulant dient er zich schriftelijk toe te verbinden een exemplaar van het in het technisch dossier genoemde gebruikers en onderhoudshandboek te bezorgen bij ieder toestel en alle gebruikers systematisch te informeren over wijzigingen of inspecties die vereist zijn om het be2. 3. l ensemble des l ments pr cis s en annexe 4 1 3 Modification Toute modification majeure d un a ronef ultra l ger motoris ayant regu ant rieurement une autorisation de type doit faire l objet d un dossier de modification tabli suivant les m mes r gles que pour l tablissement du dossier technique de base On entend par modification majeure toute modification qui a un effet appr ciable sur les performances la masse le centrage la r sistance structurale la fiabilit les caract ristiques d utilisation ou toute autre caract ristique qui affecterait la navigabilit de l a ronef ultra l ger motoris De aanvraag tot het uitreiken van een typetoelating kan worden ingediend voor een ultralicht motorluchtvaartuig dat al toegelaten is in een lidstaat van de Europese Unie of dat afkomstig is uit een EVA Staat die partij is bij de EER Overeenkomst In dat geval kan overeenkomstig artikel 27 van het K B van 25 05 1999 gewijzigd door het K B van 21 10 2008 het technisch dossier tot de volgende elementen beperkt worden het referentieformulier in de vorm gepreciseerd in bijlage 1 Zie 8 1 2 1 een bewijs uitgereikt door de bevoegde autoriteit van de hierboven gedefinieerde Staat van oorsprong of door een erkende instelling die technische en professionele waarborgen biedt Dit bewijs moet duidelijk bevestigen dat de voorschriften vastgesteld in die Staat voor de toelating van het ulfralicht motorluchtvaar
