Securing and Enforcement ru AS Travel Plan Management A0 MeASUeS iui AD ATTrBuTE User Guide ATTrBuTE 1 About ATTrBuTE 11 ATTrBuTE is a tool for assessing the quality of a travel plan prepared as part of the development control planning process in London ATTrBuTE version 2 0 was launched online in June 2009 and supersedes version 1 0 which was released as a desk based application in July 2008 12 ATTrBuTE contains a series of criteria designed to test the extent to which a travel plan has been prepared in accordance with Transport for London s Guidance for workplace travel planning for development and Guidance for residential travel planning in London published in March 2009 The tool can be used by local authority officers assessing a travel plan and by travel plan authors developers consultants to check that the travel plan meets the requirements for approval prior to submitting the travel plan to the local authority for assessment 13 ATTrBuTE is intended to Improve the overall quality of development related travel plans by listing the criteria that should be included in the plan and so providing a framework for travel plan preparation Give consistency to the way travel plans are assessed as part of the development control planning process 14 It should be noted that ATTrBuTE cannot be used to predict the outcome of a travel plan in terms of achieving its objectives and modal shift The tool provide
