5. in spected and exercised They should be prepared to respond to communications exercise callouts actual events as well as to be ready to deploy elsewhere if the need arises Most importantly though it will be critical for anyone that works in the SEOC or Anchorage EOC to establish a good working rapport with the other staff in those facilities In the near term there are a number of important statewide communications exercises that we are going to attempt to support with resources we have online The next planned event is coming up fast and will be on February 1 from 0900 to 1030 AST This will be a Winlink HF Peer2Peer exer cise At this time we plan to operate from the AARC club station only The purpose of this event will be for stations throughout the state to establish direct peer2peer links with each other Peer2peer has its limitations but also has advantages in certain situations In any event it will be a great opportunity to practice with our gear and to identify opportunities relative to equipment capabilities or issues training and general operating procedures February 2014 2 Volume 43 No 2 THE AARC ANTENNA The next major event will be Vital Connect scheduled for February 19 23 from 0800 1600 each day It is likely we ll try to staff whatever resources we have operational for this event suspect this will include the AARC Club Station as well as the SEOC It also looks like we may be asked to provide an operator for

8. locations throughout the region We ve got equipment at our club station at re peater sites at emergency operations centers and several other venues It s been a real chal lenge to get a good handle on what we own what it s worth to ensure that periodic preventative maintenance is performed and to keep track of what just plain needs fixing We ve secured access to a web based maintenance management system that we believe will help us finally nail this down It s called Maintenance Assistant Computerized Maintenance Manage ment System or MA CMMS for short We ve been working for a couple months now to bring this system online and now have about 350 line items in the database You might think Wow That s a lot of stuff And you d be right but it turns out that we ve got a lot more inventory work to do The MA CMMS does several things for us First it will eventually provide us with a good list of all our equipment where each piece of equipment is located and what each piece of equipment is worth Second it can be used to schedule and track periodic maintenance on any piece of equipment ex periodic firmware updates on a radio or oil changes on the CCV Third it can be used by ANY member of the club to report a discrepancy malfunction safety issue etc with any piece of equipment or even a location like the club station I m very excited about the ability for any club member to report an equipment defect with the sy

18. and the Anchorage EOC The SEOC station is be ing configured for VHF and UHF voice and data as write this and HF capability is not far in the offing The Anchorage EOC is presenting a bit more of a challenge but once we work out the bugs we will get inside to get the existing equipment operational and if necessary upgraded The Anchorage club station is moving along nicely with full HF voice CW and data capabilities as well as the full compliment of UHF and VHF capabilities We even installed our spare HughesNet dish on the roof this past Saturday and brought the system online One of its main purposes will be to allow us to stand up an additional Anchorage Winlink VHF UHF RMS station Our next move is to assemble teams to be responsible for each of these important venues For the SEOC there are the general challenges of getting onto the base itself This is most easily achieved by active duty or retired military or DoD civilian folks For the Anchorage EOC and the AARC Club Station it would probably best to have folks on the teams that live in relative proximity to those locations If you believe you could be an active member of one of these teams ask you to please contact me Our objective will be to establish a training matrix that addresses the unique equipment within each of these facilities and then training folks to be able to operate each piece of gear The teams will be responsible for ensuring the equipment is operational maintained
19. different view Since life steered me away from heavy involvement in the hobby for quite a number of years when look now to see where we are February 2014 Volume 43 No2 RC ANTE at can see that a tremendous amount of progress has been made There is the CCV tower and power trailers the club station itself new equipment and capabilities Winlink RMSs HF and VHF new repeaters relocated repeaters and the list goes on and on This being said we have a lot of opportunities presented to us especially when it comes to organization of our emergency commu nications operations and capabilities My job as Anchorage DEC is to help get us organized to fit and work cooperatively and efficiently with the AARL Field Organization in Alaska It just so happens that we have several important en tities within our area that are primary customers not only for our little berg but also for the State as a whole The State Emergency Operations Center SEOC on Fort Richardson the Anchorage EOC and the American Red Cross in Anchorage all have either statewide or regional responsibili ties each relies on amateur radio support capabilities through ARES Furthermore as it turns out it is clear that our own AARC Club Station has an important roll to play in emergency communica tions as well Mike O Keefe KL7MD is leading the charge at the Anchorage Red Cross I m work ing to get our access squared away to the SEOC
