Calculando en comparaci n con la demanda total respecto a fondos en efectivos que ser an aproximadamente de 48 85 millones de EUA suponiendo que se aprueben los proyectos de la lista para aprobaci n general y para consideraci n particular al nivel de financiaci n propuesto pudiera haber un d ficit aproximado de 3 3 millones de SEUA 9 Claramente este no es un problema presupuestario sino un problema de movimientos de efectivo Sin embargo el saldo de fondos en efectivo pudiera tambi n modificarse si se reciben contribuciones adicionales en efectivo entre la fecha actual y la fecha de la 54 reuni n Al mismo tiempo la demanda de fondos para proyectos pudiera tambi n disminuir como resultado del examen y de las aprobaciones del Comit Ejecutivo en la reuni n Secci n II Asuntos de pol tica identificados durante el examen de proyectos Programa de trabajo y enmiendas del programa de trabajo para preparaci n de proyectos de inversi n y proyectos de demostraci n para eliminaci n de HCFC 10 Un total de 148 solicitudes para proyectos en materia de HCFC han sido recibidos del PNUD del PNUMA y de la ONUDI como parte de sus programas de trabajo y enmiendas de sus programas de trabajo para la 54 reuni n Estas incluyen 108 solicitudes de preparaci n de planes de gesti n para eliminaci n de HCFC de los tres organismos 22 solicitudes de preparaci n de proyectos para proyectos de inversi n de HCFC de la ONUDI y 18 solicitudes

4. y en materia de HCFC Los proyectos de HCFC que son la mayor a de esta larga lista han sido incluidos en la misma porque los HCFC no est n en la actualidad cubiertos por el modelo orientado al cumplimiento y por consiguiente continuar n de momento en la lista Se analiza este asunto en el contexto de la cuesti n 7 a del orden del d a Plan administrativo refundido del Fondo Multilateral y consideraci n del plan modelo de eliminaci n trienal renovable actualizado para los a os 2008 2010 Atendiendo a la decisi n 52 5 se requiere presentar los datos de ejecuci n del programa de pa s para obtener la aprobaci n de la financiaci n Eritrea no ha cumplido con el requisito y su plan de gesti n para eliminaci n definitiva has sido colocado en la lista de proyectos sometidos a consideraci n particular por diversos motivos adem s de la ausencia de estos datos T No hay ninguna presentaci n incompleta en el sentido de la definici n que figura en la decisi n 50 14 Treinta y tres proyectos actividades han sido retirados por los organismos que los presentaban Situaci n del fondo 8 En la fecha de redacci n de la presente nota de estudio el saldo de fondos del Fondo Multilateral era de un valor de 84 352 512 EUA que se desglosa en 45 007 865 EUA en efectivo y 39 344 647 SEUA en pagar s Adem s una suma de 532 906 EUA est siendo devuelta a la 54 reuni n en el contexto del informe sobre saldos y disponibilidad de recursos

8. de 2006 fue por primera vez presentada a la 52 reuni n Se alando que en esa ocasi n no fue posible evaluar el impacto total de la crisis de 2006 en los proyectos de eliminaci n de MB la Secretar a propuso presentar esta solicitud a una futura reuni n del Comit Ejecutivo Por consiguiente el Comit Ejecutivo pidi a los organismos que presentaran un informe acerca de la ejecuci n de los dos proyectos de MB con una evaluaci n de las p rdidas financieras que pudieran haberse incurrido durante los sucesos extraordinarios en L bano en 2006 para someterlo a la consideraci n de la 54 reuni n decisi n 52 17 g iv
9. eliminaci n de HCFC decisi n 53 37 1 Compensaci n por p rdidas consiguientes a situaciones b licas 14 En nombre del gobierno de L bano el PNUD y la ONUDI sometieron a la consideraci n del Comit Ejecutivo en su 54 reuni n el informe sobre la marcha de las actividades en 2007 en la ejecuci n de los proyectos de eliminaci n de todos los usos restantes de MB para la producci n de flores y tabaco PNUD y la eliminaci n de MB en la fumigaci n de suelos para la producci n de fresas ONUDI Junto con estos informes sobre la marcha de las actividades el PNUD y la ONUDI presentaron una solicitud del gobierno de L bano de que el Comit Ejecutivo apruebe con car cter excepcional una suma adicional de 62 200 EUA para cubrir las p rdidas incurridas en el proyecto como resultado de la situaci n cr tica del pa s en julio de 2006 A continuaci n se presenta un desglose de estas p rdidas UNEP OzL Pro ExCom 54 16 Gastos Costos SEUA Sueldo de un ingeniero del emplazamiento en el sector de tabaco 11 000 Transporte visitas al emplazamiento y entrega de materiales 7 000 Semillas paletizadas en Holanda aproximadamente 2 millones 3 000 Reconstrucci n de albercas tanques de agua y materiales varios 15 800 Mano de obra para siembra manual 3 500 Bandejas de pl stico 5 960 unidades 8 000 Suelos envasados 6 000 Servicios de un experto internacional 3 000 Sustancias qu micas 1 3D
10. en el sector de fresas y pr cticas de gesti n integrada de plagas IPM y la puesta en pr ctica de talleres de capacitaci n para agricultores en materia de alternativas de MB y pr cticas de gesti n integrada de plagas 5 Se propone la aplicaci n de las siguientes actividades hasta que se haya completado el proyecto adquisici n de 100 bombas de dosificaci n y su distribuci n a los agricultores equipo y aparejos agr colas para la introducci n del sistema de bandejas flotantes y sustancias qu micas de alternativa sensibilizaci n de agricultores y actividades de capacitaci n Solicitud de compensar la financiaci n 6 Dado el impacto de los sucesos de 2006 en la ejecuci n de los proyectos de eliminaci n de MB en L bano el gobierno del L bano por conducto de su ministerio del medio ambiente ha solicitado que el Comit Ejecutivo considere la aprobaci n de una suma adicional de 62 200 EUA con car cter excepcional para cubrir las p rdidas incurridas por los proyectos como resultado de la situaci n cr tica del pa s en julio de 2006 Comentarios de la Secretar a de El gobierno de L bano present informes exhaustivos sobre la ejecuci n de la fase VI a o 2007 de los dos proyectos de eliminaci n de MB en v as de ejecuci n 8 La solicitud del gobierno del L bano para la aprobaci n de una suma de 57 300 SEUA cubre la p rdidas financieras incurridas en los sectores de tabaco y fresas debido a los acontecimientos
11. para proyectos de demostraci n en diez pa ses del PNUD UNEP OzL Pro ExCom 54 16 11 La Secretar a presenta a esta reuni n las solicitudes de los organismos para financiaci n de la preparaci n de planes de gesti n para eliminaci n de HCFC en los documentos sobre programas de trabajo de los organismos de ejecuci n UNEP OZL Pro ExCom 54 18 19 y 20 El motivo de que la Secretar a haya actuado as se basa en las deliberaciones del Comit Ejecutivo en la 53 reuni n y en la decisi n de otorgar prioridad a la formulaci n de un plan nacional de eliminaci n de HCFC en cada pa s del Art culo 5 Sin embargo la Secretar a no analiz si era razonable el nivel de financiaci n solicitado ni presenta ninguna recomendaci n al respecto en espera de una decisi n del Comit Ejecutivo sobre el contenido y la modalidad de estos planes de gesti n Es de esperar que esta decisi n se adopte en el contexto de los debates sobre el proyecto de directrices para preparar tales planes que figura en el documento UNEP OzL Pro ExCom 54 53 puesto que este es el deseo expresado por el Comit Ejecutivo de que se esforzar al m ximo para aprobar las directrices en su 54 reuni n 12 La Secretar a considera no obstante que solicitar fondos de preparaci n para proyectos de inversi n y de demostraci n en esta reuni n es prematuro porque hay un gran n mero de asuntos de pol tica que es necesario que el Comit resuelva y decida acerca de el

En su 43 reuni n el Comit Ejecutivo aprob un cambio de tecnolog a en el proyecto de la ONUDI que cubr a la eliminaci n de MB para fumigaci n de suelos en la producci n de fresas y enmend el acuerdo concertado entre el gobierno de L bano y el Comit Ejecutivo En su 52 reuni n el Comit Ejecutivo aprob una revisi n del acuerdo ampliando el calendario de eliminaci n hasta 2008 Todos los tramos de financiaci n ya han sido desembolsados por el Comit Ejecutivo al PNUD y a la ONUDI para la ejecuci n de los dos proyectos de inversi n Informes sobre la marcha de las actividades en 2007 2 Durante 2007 tuvieron lugar reuniones y debates con agricultores y asociaciones de agricultores a cargo de actividades en los sectores de tabaco y flores Se realizaron pruebas piloto acerca de la aplicaci n de las nuevas sustancias qu micas de alternativa aprobadas para el sector de flores y se inici el proceso de licitaci n para la adquisici n de bombas un equipo para las sustancias qu micas de alternativa y se ejecutaron varias actividades de sensibilizaci n y de divulgaci n de la informaci n 3 A pesar de que hab an sido sometidos a prueba los emplazamientos piloto en los que se utilizar an las sustancias de alternativa de MB en el sector de tabaco que hab an sido destruidos como resultado de los conflictos de 2006 en el pa s as como por la siguiente situaci n cr tica en casi todas las regiones agr colas del L bano

37. se reanudaron las actividades del proyecto a principios de 2007 Se construy un n mero limitado de estanques para la aplicaci n del sistema de bandejas flotantes en las distintas regiones de cultivo de tabaco del L bano Sin embargo las dificultades en el seguimiento de las actividades en estos emplazamientos y las condiciones meteorol gicas de frecuentes tormentas impidieron la continuaci n del proyecto y no se obtuvo ning n resultado tangible Se han reiniciado las actividades de gesti n del proyecto en este sector y se est n en la actualidad haciendo preparativos para poner en pr ctica una nueva estaci n de cultivo en coordinaci n con las autoridades libanesas en materia de tabaco y otros importantes interesados directos UNEP OzL Pro ExCom 54 16 Anexo IV 4 Diversas alternativas de MB han sido aplicadas como fumigantes de suelos en cultivos de fresas incluidas la solarizaci n de los suelos sustancias qu micas y rotaci n de cultivos Sin embargo estas tecnolog as no pudieron ser aplicadas en un rea de producci n al norte del L bano a la que no se ten a acceso debido a maniobras militares en la primavera y verano de 2007 Se han llevado a la pr ctica otras actividades incluida la de optimizar las alternativas de MB y el establecimiento de parcelas de campo para la evaluaci n en todas las secciones de producci n de fresas pertinentes el desarrollo de un manual t cnico y folletos sobre la aplicaci n de alternativas de MB
